Mrs Michael Winner – Chairman
Married to Michael Winner Founder and Chairman of The Police Memorial Trust, it was on his death that Mrs Winner vowed to continue the work of The Trust as a lasting tribute to Michael and to continue his legacy in honouring the memory of fallen Police Officers and Police Staff.
Dennis Rowen – Trust Manager
Dennis had a 36 year career with the Metropolitan Police, where, in a civilian Police Staff role, he was responsible for Operational and Logistical support for London, which included Public Order, State and Ceremonial Occasions, he coordinated logistical support and planning across the United Kingdom for Police operations.
During the five years prior to retiring Dennis was appointed Emergency Planning Officer for Catastrophic Events for UK and Worldwide Operations including (DVI) Disaster Victim Identification teams. He was awarded 15 Commendations which included 4 Commissioners Awards.
Seconded in 1984 to help and advise the Police Memorial Trust with the design and planning for the entire concept of the Trust’s first memorial to WPC Yvonne Fletcher, he has continued to advise the Trust on a further 40 ceremonies to fallen Police Officers throughout the United Kingdom.
Steve Lloyd – Trustee
Steve served in the Police for 30 years service.
He is an experienced ‘murder squad’ detective who’s service saw him involved in some of the UK’s most high profile investigations.
One was that of the terrorist related murder of DC Stephen Oake, QPM. The Police Memorial Trust dedicated a Memorial stone in his memory.
During his Police career Steve was awarded prestigious Royal Humane Society Testimonial on Parchment and various other official Police commendations.
Steve is proud to have been the inaugural Standard Bearer for the UK’s National Police Memorial Day Service.
He has been actively involved in the Trust since 2013 when he helped organise the public memorial service to our founder, Michael Winner.
Steve is our principal media liaison Officer. He is located within easy access of Media City in Salford but available to travel throughout the UK.

Sidney Mackay – Trustee
Sid is a retired Metropolitan Police Chief Superintendent.
Sid’s daughter, Nina Alexandra MacKay was murdered aged 25 on duty in 1997.
Serving as a Constable with the Metropolitan Police Territorial Support Group, she forced entry to a flat to arrest a violent and deranged wanted man. Sid’s son is also a serving Metropolitan Police Officer.
Michael Messinger – Trustee
Michael Messinger had a forty year career in the Metropolitan Police Service retiring in the rank of Commander in 2006.
For the last twenty years of his service he was involved in the policing of State events, events policing more generally and oversaw the majority of the specialist uniformed units that supported policing across the capital.
He was responsible for policing the Millennium celebrations in Central London and also oversaw the policing of Queen Elizabeth’s Golden Jubilee celebrations across London.
He has had a long association with the Police Memorial Trust as he was one of the police team that Michael Winner contacted and negotiated with during the formative early days of the Trust. He has been a trustee of the Police Memorial Trust since 2016.
Since retiring he has been involved in charity work with St John Ambulance.
